CHARGING EXTRA BY CITY BUSES
Operators frustrate initiative
of owners’ association

Abdul Kader

Many operators still continued charging extra and refrained from posting the fare charts in counters and buses frustrating an initiative of the Association of Bus Companies and in violation of the government rules.
The association, a forum of CNG-run bus owners, in a July 19 meeting asked all its 51 members to display the government-fixed fare charts and cut extra fare, but many of the operators are yet to pay any heed to their association.
The association took the initiative after its meeting with the government where they pledged that they would ensure display of fare charts and stop charging extra.
Bus operators, including Bikalpa City Super, Bikalpa Paribahan, Silk City, Tasico Paribahan, Bikalpa Auto, Salsabil, Ababil, Anabil, Kolmilata and Shishir Paribahan, are still charging extra, between Tk 3 to Tk 7, and they are yet to display the government-fixed fare chart, passengers alleged.
The association president, Khandaker Rafiqul Hossain Kajal, however, claimed that only 15 to 20 per cent bus operators were still charging extra and the remaining operators were by and large charging fare in accordance with the government-fixed rates.
The association leaders at a meeting with the communications ministry on July 15 pledged to ensure display of fare charts in all CNG-run buses and their counters and cut the extra charged by the operators.
The communications ministry at the meeting with different associations of bus operations warned that route permit of buses would be cancelled if they continued to charge extra.
Humayun Rashid Khalifa, director (engineering) of Bangladesh Road Transport Authority, said, ‘We are considering a proposal to request the Regional Transport Committee of the Dhaka Metropolitan Police for cancelling route permits of buses, which are charging higher than the government fixed rates.’
Khandaker Rafiqul Hossain told New Age that if they failed to ensure the display of fare charts in buses and cutting extra by the operators, they would inform it to the government for taking action. ‘Still we are trying to ensure it’.
More than 2000 CNG-run buses are plying in the capital and its periphery, the association head said.
The government, for the first time on June 12 since introduction of CNG-run buses in 2003, set fares at Tk 1.20 a kilometre for large buses and Tk 1.10 a kilometre for small buses.
The government on April 26 increased the fare of CNG-run auto-rickshaws and taxicabs after the CNG price hike. The government doubled the price of compressed natural gas to Tk 16.75 from Tk 8.50 with effect from April 25 this year.
On June 30, the government also increased the prices of diesel, petrol and octane. Diesel price was increased to Tk 55 a litre, up from the previous price of Tk 40. The fare of diesel-run buses was increased accordingly.

Fun binds ethnic minorities together
Staff Correspondent

The man, attired in yellow jersey and shorts with number 13 inscribed on the back, emerged from the dressing room of the Dhaka University gymnasium with curious onlookers stepping aside amid claps to make way for him.
Though he is not a celebrity footballer, applause from the audience gave that impression and he enjoyed it too drawing everyone’s attention in a friendly football match.
The man, Raja Devashish Roy, Chakma circle chief and the chief adviser’s special assistant for CHT affairs ministry, led the team of the ethnic minority community people residing in the hills in the football match with the ethnic minorities residing in plain lands. Sanjeeb Drong, general secretary of the Bangladesh Adivasi Parishad, led the team representing people in the plain lands.
The match was organised to strengthen tie among the ethnic minority community people and make way for inter-community interaction, the organisers said.
Boys and girls from different communities of hills and plain lands in a large number went to the field to inspire the teams. Many of them were dressed in their traditional attires. A tug-of-war for the women was also held during the interval of the match, which resulted in a 3-3 draw.
Before the match, Devashis said the event had been organised for the past few years to reduce the gap between the ethnic minority communities living in the hills and other places as the communities had diversities in both language and culture.
‘I had participated in most of the matches and expect the organisers would do something for the womenfolk of the indigenous communities,’ he said.
Playwright Mamunur Rashid, who inaugurated the match releasing balloons, said the ethnic minority community people usually remained fit and did well in any kind of sports, and for that many players in the national teams of football and hockey had come from the communities.
He appreciated the initiative to organise such events of sports, but opposed the idea of forming two teams based on localities. ‘The teams should comprise best players from all localities. It is not any competition or division rather a move for unification,’ he said. Mamun also demanded introduction of a provision for quota in the Bangladesh Krira Shikkha Pratishthan for the ethnic minority communities.
Dhaka University teachers Dalem Chandra Barman and Sourabh Sikder were also present on the occasion.
