VGF programme for monga-hit people in northern districts
Lifting of rocks blamed

Our Correspondent . Nilphamari

THE government has launched the Vulnerable Group Feeding Programme in five northern districts last month to save extremely poor people from the curse of monga (near famine condition).
Monga normally starts gripping the poor from the middle of September and continues till November when harvesting of aman crop begins.
During the lean period of September, October and November, the landless people in Rangpur, Kurigram, Lalmonirhat, Gaibandha and Nilphamari find no work on the fields to earn their living. A large number of people of these districts make a beeline to outside places including Dhaka in quest of work for their survival. Sill many people, who are unable to go out in search of job, starve and suffer silently. They have no savings to support themselves during the lean period. Women and children are the worst sufferers of this situation.
In the past, the government initiated this programme in the month of September and sometimes in October. But this time the government, which is scheduled to hand over power to the caretaker government towards the end of October, started the programme a bit earlier.
The VGF card has been distributed among 8.85 lakh families at 339 unions and 15 municipalities in five districts.
Each family will get 10 kilograms of rice every month till October. Each union and municipality has got 2,500 cards as against 2,000 in the previous years.
A total 0f 8,850 tonnes of rice worth Tk 15.50 crore will be needed each month for this purpose.
Besides, the Ministry of Food and Disaster Management has allotted 64,000 tonnes of rice under the Test Relief Programme in aid of the distressed people of these five districts. Each union will be given five tonnes of rice under this programme.
The lawmakers of these districts have been allotted 100 tonnes of rice each and female MPs 20 tonnes of rice each to alleviate the sufferings of the hard core poor.
Talking to New Age, a teacher of a local college said distribution of relief materials was just a stop gap arrangement to deal with monga. Supply of natural gas and establishment of small and medium industrial units in this region would be a right step to address the nagging problem of monga permanently, he noted.
